簡(jiǎn)要規(guī)則描述：根據(jù)《浦東新區(qū)“十五五”規(guī)劃研究和編制工作方案》（浦府辦〔2024〕16號(hào)）和《浦東新區(qū)“十五五”區(qū)級(jí)規(guī)劃編制工作方案》（浦府辦〔2025〕10號(hào)）要求，擬通過(guò)公開(kāi)競(jìng)爭(zhēng)性磋商的方式選取一家合格的供應(yīng)商提供“十四五”規(guī)劃總結(jié)評(píng)估和“十五五”規(guī)劃編制服務(wù)，其中“十五五”規(guī)劃編制主要包括生態(tài)建設(shè)、環(huán)境保護(hù)、水務(wù)海洋、綠化林業(yè)、市容環(huán)衛(wèi)、黃浦江東岸發(fā)展等規(guī)劃編制，并形成相關(guān)成果文件。（具體詳見(jiàn)第三章采購(gòu)需求書(shū)）
Brief Specification Description: According to the requirements of the "Work Plan for the Study and Preparation of the 15th Five-Year Plan for Pudong New Area" (Pu Fu Ban [2024] No. 16) and the "Work Plan for the Preparation of the 15th Five-Year Plan for Pudong New Area" (Pu Fu Ban [2025] No. 10), it is proposed to select a qualified supplier to provide summary evaluation of the "14th Five-Year Plan" and "15th Five-Year Plan" preparation services through open and competitive consultation. The development of the east bank of the Huangpu River and other plans were prepared, and relevant outcome documents were formed. (For details, please refer to Chapter 3 Procurement Requirements)
