原資格要求
3. 對投標人的資格和業績要求：Requirements for Qualification and reference of Bidder:
（1）資格要求 Requirements for Qualification of BidderA．如果投標人為境內注冊公司，投標人需提供合法有效的企業法人營業執照、稅務登記證及組織機構代碼證或證照合一的營業執照；如果投標人為境外注冊公司，需提供有效的公司登記注冊證明；A．The bidder within the customs territory shall provide valid independent legal person business license, tax registration certificate, organization code certificate, or combined certificate and business license;The bidder outside the customs territory shall provide valid certificate to prove valid business registration certificate.B.制造商應通過ISO9001（或GB/T19001）質量體系認證。投標人須提供制造商有效的質量體系認證證書；B. The manufacturer of the Bid Goods shall pass Quality Management System Certification ISO9001（or GB/T19001）Certification. Bidder shall provide valid Certificate of Quality Management System Certification of manufacturer.C． 境內產品僅允許制造商投標，境外產品接受代理商投標。境外產品使用代理商投標時，投標人應得到本次投標所投產品境外制造商的同意，并提供該產品的合法唯一代理授權書。境外產品的投標人組成中應包含具有海水泵維修資源的境內企業（即這種情況下，投標人應為一家具有海水泵維修資源的境內企業，或是與一家具有海水泵維修資源境內企業組成的聯合體）。Domestic products are only allowed for manufacturers to bid, and agents are allowed to bid for overseas products. If the bidder is an agent, bidder shall obtain the legal and only formal authorization from the manufacturer of the goods to provide the goods for this bidding.The composition of bidders for overseas products should include domestic enterprises with seawater pump maintenance resources (in this case, the bidder should be a domestic enterprise with seawater pump maintenance resources, or a consortium formed with a domestic enterprise with seawater pump maintenance resources).D. 是否接受聯合體投標：是，聯合體投標的應提供有效的聯合體協議。Joint Venture: Yes, the consortium bidding should provide a valid consortium agreement.E.未領購招標文件是否可以參加投標:不可以Bid without the bidding documents：NOT Available
（3）業績要求Requirement for Bidder's reference:2014年1月1日至投標截止日（以合同簽署時間為準），投標產品應具有至少2臺套浸沒式海水提升泵供貨業績，且均滿足流量≥2000m3/h，揚程≥55m，介質為海水，供貨業績中的制造商和產地須與此次投標產品制造商和產地一致。
（3）From January 1, 2014 to the bidding deadline (based on the date of contract signing), the bidding product should have at least 2 sets of submerged seawater lift pumps with supply performance, and both meet the technical requirements of flow rate ≥ 2000m3/h, head ≥ 55m, medium of seawater, and the manufacturer and place of origin in the supply performance must be consistent with the manufacturer and place of origin of the bidding product.投標人須按規定格式提交業績表，并提交相關業績證明文件。海水提升泵業績證明文件包括：1）銷售合同復印件和2）到貨驗收材料。投標人所提交的業績證明文件必須體現以下內容：合同簽署時間、制造商名稱、貨物名稱、設備的相關參數（排量、揚程，海水介質）、到貨驗收材料。未提交業績證明文件，或所提供的業績證明文件無法體現合同簽署時間、制造商名稱、貨物名稱、設備的相關參數（排量、揚程，海水介質）、到貨時間、調試合格時間的，均視為無效業績。The Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: 1) copies of sales contract and 2) Receiving certificate of arrival of goods. The reference evidence certification furnished by Bidder shall as least demonstrate the content show as follows: Date of signing contract, name of manufacturer, name of Goods，technical requirements ( Discharge capacity/head/seawater medium ) and Arrival acceptance materials If no documentary evidence furnished, or documentary evidence furnished can not demonstrate Date of signing Contract, name of manufacturer, name of Goods, technical requirements ( Discharge capacity/head/seawater medium )and receiving certificate of arrival of goods, the relevant reference will be deemed invalid.
